SUMMARY Telecommunications Specialist supports advisory and assistance services program support in executing on-going and future Military Construction (MILCON) and Facilities Sustainment Restoration and Modernization (FSRM) projects across the MCIEAST Commands. Programmatic activities include: FSRM and MILCON Project Development, Project Planning & Program Development, Asset Management activities, and Program Support operations. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: Performs preparation of detailed designs, plans, specifications, and cost estimates for support of central office systems. Builds Information Technology (IT) systems, network transport architecture, wireless network systems, premises distribution systems, outside plant distribution systems, voice call managers, and other systems of major size and complexity. Performs other job-related duties as assigned. SUPERVISORY/MANAGEMENT AUTHORITY No supervisory or management authority. EDUCATION and/or EXPERIENCE Registered Telecommunications Distribution Designer (RCDD) with a current BICSI endorsement or an equivalent industry certification demonstrating a mastery of the ANSI/TIA, IEEE, and NFPA with a strong background in electrical engineering. A minimum of 8 years of Telecommunications distribution systems design including at least 1 year working on Capital Improvement projects for a Federal Agency. KNOWLEDGE, SKILLS AND ABILITIES Extensive technical knowledge of the operational, performance, and technical characteristics of analog and digital telephone switching equipment, VoIP, systems and networks, such as for application to DISA and non-DISA switched networks. Knowledge encompasses such equipment and systems as large and complex TDM switches capable of switching high volumes of voice and data traffic, multiplex equipment. Knowledge of established criteria, practices, methods, and techniques for design and analysis of telephone switching systems and facilities; and skill to make significant adaptations to analytical methods and techniques to resolve unusually difficult or controversial problems. Demonstrated professional experience requiring excellent communications skills, both verbal and written in a training environment. Demonstrated fluency of English speaking and writing. WORK ENVIRONMENT Work is performed in climate controlled office environment.
