The DCNO N2N6 organization is responsible for exercising Chief of Naval Operations (CNO) responsibility for matters related to information, command and control (C2), networks, cyber, intelligence, space, electronic warfare (EW), and maritime domain awareness (MDA); the Information Warfare Corps (IWC); and oceanography and knowledge of the environment
This position will provide the Chief of Naval Operations Directorate for Information Warfare (OPNAV N2N6), in the role of the Department of the Navy Deputy Chief Information Officer-Navy (DDCIO-N), with support to assist OPNAV N2N6 to carry out its duties and responsibilities in the area of Cyber, Cybersecurity, and Information Technology management.
Responsible for planning, organizing, executing and controlling performance of technical, business, and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters. Provides primary interface with client management personnel regarding strategic issues. Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Delivers presentations and leads client meetings.
Specific Responsibilities will include:
a) Support cyber, cybersecurity, and IT Governance, and the roles of the CIO in ensuring governance, as it relates to coordinating issues and activities between Echelon I, resource sponsors, and Echelon II (EII) Command Information Officer by assisting N2N6 in developing draft white papers, information and decision briefs.
b) Provide project management support for cyber, cybersecurity, and IT Governance and oversight by assisting in setting direction, coordinating key stakeholders, facilitating action, tracking milestones, developing performance metrics, conducting assessments, crafting recommendations, and reporting status
c) Assist N2N6 action officers developing cyber, cybersecurity, and IT policies which are aligned with federal, DoD and DON policy, procedures, and operational framework
d) Review Joint and Navy (OPNAV/SECNAV) publications and instructions for conformance to cyber, cybersecurity, and IT policies. Assist N2N6 in drafting Navy inputs to DON, DoD, Joint and Federal policies
e) Map Navy advance planning processes and milestones to implementation timelines; coordinate and expedite implementation submissions, reviews, and approvals
f) Support performance metric development, assessment and implementation for DDCIO-N governance activities
g) Support N2N6 with Database (DB)/WBB Tool support: data collection, data entry, data analysis and dashboard development
h) Provide support to Action Officers (AO) and staff with respect to the overall N2N6 Planning, Programming, Budgeting and Execution (PPBE) effort by maintaining awareness and understanding of POM schedules and division leadership calendars and paying careful attention to changes in POM process based on current guidance and POM Serials.
i) Support Navy Cybersecurity Division Action Officers (AO) and staff by attending meetings, taking notes and assisting with resolution of actions associated with Navy Cybersecurity Division program execution, POM issue development, requirements generation, seams resolution, interoperability and/or Fleet requirements.
j) Assist AOs and Navy Cybersecurity Division staff with the development and presentation of program reviews, status, and reports that reflect Navy Cybersecurity Division capabilities, financial requirements, schedules and/or associated risks.
k) Participate in Navy Cybersecurity Division POM issue teams and provide staffing support for programmatic issues being developed. Conduct working level coordination of candidate PPBE issues and/or offset identification with the appropriate OPNAV Requirements Officers, Program Offices and Fleet representatives. Coordinate and track program issue titles, required funding adjustments and associated impact statements/justification language.
l) Support development and data entry of N2N6 Navy Cybersecurity Division PPBE issues into RAPS for transfer to PBIS or for direct entry into PBIS. Ensure accuracy of all required information with particular attention to issue titles, spelled out acronyms, justification and required budget level detail
Required Security Clearance: TS/SCI Clearance
Required Education Experience: Bachelor's degree from an accredited college or university, preferably in one of the following fields: Computer Sciences, Cybersecurity, Information Technology Management, or Operations Research
Minimum of fifteen (15) years of direct Full time security work experience in two or more of the eight (8) (ISC)² security domains (CBK) and recent experience with the design, development, implementation, and/or support of Cyber Security solutions and identifying performance risk OR in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
Knowledge and experience working to support OPNAV Requirements Officers/Action Officer
Knowledge of Capital Planning and Investment Control; computer networking concepts and protocols, and network security methodologies; cyber threats and vulnerabilities; cybersecurity principals; national and international laws, regulations, policies, and ethics as they related to cybersecurity; risk management processes; and specific operational impacts of cybersecurity lapses; development of, Standards, Governance, Policy; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is desired.
