SAIC is looking for a Senior Cyber Security Analyst to support the AEGIS Weapon System (AWS) in the Washington, D.C. area.
AEGIS Weapon System (AWS) is a complex, state of the art, evolving system of systems (known as an Integrated Combat System) which includes an advanced phased area search, track and fire control radar, Command and Decision computer suite, Weapons control computer suite, display system, test system, Anti Air Missiles and a terminal guidance Fire Control System.
They are networked via a LAN to form the AWS, which in turn interfaces with other elements such as guns, launchers, and other radars and communications suites. This composite total ship system forms that backbone for all air and ballistic missile defense on approximately 100 USN cruisers and destroyers. All combat system elements reside in a CS enclave which controls the flow of information via a boundary defense gateway.
Primary Duties & Responsibilities:
  • Draft PowerPoint presentations for IPTs and senior leadership briefs and technical forums
  • Make presentations a various forums including the AEGIS Readiness Working Group, the Cyber IPT, the Cyber Forum
  • Draft policy point papers
  • Work with the AEGIS Development PM and his staff to enhance controls in current and future baselines. Review high level technical drawings such as Weapon System Interface Diagrams (WSIDs)
  • Visit AWS Land Based Test Sites to observe cyber security related equipment
  • Support development of cyber related budgets
  • As part of a large Engineering Support Services Team, the candidate will provide cybersecurity analysis Assessment and Authorization (A&A) SME.
  • Candidate will provide RMF policy advice to the AEGIS Weapon System (AWS) Cyber Security Program Manager. This manager serves in the Program Executive Office Integrated Warfare Systems (PEO IWS) AEGIS Weapon System Program Office.
Secondary Duties & Responsibilities
Other activities that MAY be conducted, but are not the core focus of this position (experience in this areas will be helpful in conducting the duties listed above.
  • security authorization packages in the Enterprise Mission Assurance Support Service (eMASS).Developing and/or reviewing security authorization packages and artifacts in eMASS at various RMF steps
  • Reviewing risk assessments of Platform Information Technology (PIT) systems
  • Attending meetings with various system stake holders, A&A leads, ISSMs and presenting technical information and ideas
  • Drafting and reviewing cybersecurity policy documents
  • Reviewing eMASS Plan of Actions and Milestones (POA&M) with analysis and incorporation of raw ACAS and STIG test results
  • Reviewing Ports, Protocols, and Services (PPS) tables
  • Reviewing Implementation Plans for the NIST SP 800-53 security controls pertaining to High-High-High categorized systems utilizing the classified overlay


Education and Experience:
  • Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience.
  • 4 years of experience accepted in lieu of degree
Required Qualifications:
  • Superb Attention to Detail
  • MS Office expertise, particularly PowerPoint and Word
  • RMF package development experience
  • Must be a U.S. Citizen and currently hold an Active Secret Clearance.
  • Candidates will be required to obtain a Top Secret Clearance.
Preferred Qualifications:
  • Experience developing and/or reviewing RMF packages in eMASS under the NAVSEA FAO structure
  • eMASS experience completing or reviewing the security controls, Implementation Plan, Risk Assessment, POA&M, SAP, HW/SW/InfoFlow spreadsheet, and all associated artifacts
  • Previously worked in a role as an ISSE, ISSO, ISSM, RMF Package Reviewer, or Navy Qualified Validator (NQV)
  • Familiarity with the Navy RMF Process Guide, NAVSEA RMF A&A Business Rules, and NAVSEA INST 9400.2-M
  • Experience putting together and/or reviewing Ports, Protocols, and Services (PPS)
  • Experience creating DISN CPG compliant diagrams with full traceability to the Hardware/Software/InfoFlow spreadsheet and PPS table
  • Hands on experience preferred: applying STIGs and running ACAS scans
  • Familiarity with USCYBERCOM Information Assurance Vulnerability Alerts (IAVAs), Information Assurance Vulnerability Bulletins (IAVBs), and Information Assurance Vulnerability Technical Advisories (IAVTs)
  • Program office or equivalent experience
  • Active SIPRNet user account with access to eMASS is highly desirable
  • Knowledge of Navy combat systems: SSDS, AEGIS, and their elements
  • Hands on experience with Windows, Linux, and Cisco operating systems
  • Experience serving as a sailor on USN ships, preferably in the Combat Systems Department
  • Experience obtaining RMF ATOs under the NAVSEA-FAO structure
  • DoD acquisition experience
  • Certification or Degree in Cybersecurity is preferable
