HJF is seeking an Information Technology Specialist (Cyber Security) to support the Network Operations and Communications (NOC) within the Office of the Vice President for Information & Education Technology, Office of the Chief Information Officer (OCIO), Customer Support Division, IT Service Desk (ISO) Department, located at the Uniformed Services University (USU) in Bethesda, MD. HJF provides scientific, technical and programmatic support services to the NOC. US citizenship is required. The incumbent serves as an IT Security Specialist (Cyber Security) within the Cyber Security Branch, The incumbent reports directly to the Information System Security Manager (ISSM) and works closely with other IT specialists, within the Divisions, project managers, and contractors and various agencies outside the University. Responsibilities: The incumbent assists with ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. Utilizes knowledge of information technology principles, methods, and security regulations and policies to administer various information security programs. Assist with promoting awareness of security issues among management and ensure sound security principles are implemented to ensure protection of information transmitted to the organization, among organizations, and from the organization to the local or wide area networks, the World Wide Web, or other communication nodes. Conducts risk assessments to identify possible security violations. (40%) The incumbent will assist the management of ISSM by providing Cyber Security Risk Management support, developing documentation, responding to security requests, conducting review and validation of RMF controls. The incumbent assists the ISSM in coordinating a RMF activities that extend and apply to information systems within the USU; developing policies and procedures; applying methods for evaluating, implementing, and disseminating IT security processes and procedures; actions to meet certification and accreditation requirements; and ensuring proper protection of evidence is provided to validate control. (40%) The incumbent assists the ISSM in performing functions to: support Uniformed Services University and Risk Management Framework (RMF) mission sets, develop and sustain RMF Certification and Accreditation (C) packages to maintain Authorization to Operate (ATO), validate and upload RMF documentation into the Enterprise Mission Assurance Support Service (eMASS) portal, process and submit Plans of Action and Milestones (POA), Support Cybersecurity IT internal and embedded inspection teams, support planning and engagement efforts for organizational security evaluations, systems analysis, security architecture reviews, and so forth, development of security and privacy policies (in conjunction with IT governance and other policy development groups) that embody industry best practices, in preparing, maintaining and distributing plans and instruction guidance concerning the security of systems operations, in preparing, maintaining, and providing systems-specific security awareness training for all personnel to include faculty, staff, students, contractors, and visitors that utilize USU's Information Systems. (15%) May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role. (5%) Required Knowledge, Skills and Abilities: Incumbent should have experience and knowledge of Windows Operating Systems (Windows 10, Windows Server 2008/2012/2016, Apple MAC OS and Linux) and Microsoft Office Professional, Nessus Security Scanner, ACAS Security Suite, eMASS, and HBSS. This experience is desired, but not mandatory. Minimum Education: Bachelor's degree is preferred. Minimum Experience/ Training Requirements: 0-2 years of relevant work experience required. Work Environment: The work environment is set in an office setting. Background/Security: U.S. citizenship required; eligible to obtain and maintain a Tier III Investigation/ Secret Clearance.
