About California Volunteers:California Volunteers, Office of the Governor is the state office tasked with engaging Californians in service, volunteering and civic action to tackle our states most pressing challenges while lifting up all communities.From the California Climate Action Corps, the countrys first statewide climate corps program, to the #CaliforniansForAll service initiative launched in response to COVID-19 to establish a volunteer corps to support the states response to emergencies and disasters, California Volunteers plays an integral role in tackling the states problems.Led by the states Chief Service Officer, Josh Fryday, California Volunteers is supported by a bipartisan 25-member Commission and a team of experts driven by a mission to empower and mobilize all Californians to volunteer and serve in their communities.Position Description:As California Volunteers continues to develop and invest in innovative service and volunteer initiatives, the Digital Infrastructure Officer will serve the critical role of building the digital infrastructure to support these statewide projects. With new platforms and opportunities to digitally engage with all Californians, the Digital Infrastructure Officer will oversee a team of staff dedicated to building, maintaining, and adapting California Volunteers digital systems to meet emerging needs and the Governors priorities. The Digital Infrastructure Officer, under the direction of the Chief Service Officer, will oversee all of California Volunteers Information Technology (IT) systems, including the management of IT projects, IT procurement, and updates to processes and procedures for staff. The Digital Infrastructure Officer will serve as the liaison to the Governors Office IT Unit as well as the Department of Technology, ensuring California Volunteers has the systems to effectively maintain a collective impact model through all IT-related systems.Duties:40%Planning OversightOversee IT project management.Ensures that all IT projections that are developed are in alignment with departmental goals and priorities.Serve as the IT subject matter expert for projects and maintenance and operationsReport on IT projects and ensure that IT projects are planned collaboratively with other staff.Provide input into the IT Strategic Plan.30%Project OversightDevelop standard processes and practices around IT projects.Serve as the lead for medium to large-scale IT projects.Function as a liaison between senior management, vendors, project managers, and other information technology professionals to communicate and coordinate strategy, direction, and changes for the department's IT projects.Responsible for overseeing budget requests/proposals and IT procurement.25%Business Technology ManagementIdentify and develop IT procurement processes to increase the efficiency and productivity of contracting and procurement workloads.Provide routine updates to California Volunteers Executive Leadership on IT projects and processes.5%Other Duties as AssignedQualifications:-Bachelors degree and 4 years of experience in information technology, specifically experience performing a variety of progressively responsible technical, analytical, or supervisory tasks in support of computer systems or services in one or more of the major six domains or a closely related or emerging IT field.-Experience serving in a Project Manager role for highly complex IT projects-Experience and understanding of state IT Contract and Procurement processes.-Ability to compile data, analyze, summarize and present findings to California Volunteers Executive Leadership and internal and external stakeholders including vendors.-Ability to communicate effectively both written and verbal.-Ability to develop, streamline and update IT related processes.Location:This position's location is not limited to Sacramento, California. California Volunteers' office is located in Sacramento. However, California Volunteers will accommodate applicants who wish to work remotely temporarily as a result of COVID-19, or permanently.
